Mr. W.G. Woollam of Messrs. Jardine, Matheson & Co., Ltd., gave us advice on shipping matters; Captain J.R. Hilton of the Royal Army Ordnance Corps and Mr. J. Hackney of Imperial Chemical Industries, Ltd., on Service and commercial explosives, respectively; Mr. G.R. Huber of Messrs. Marsman Hong Kong China, Ltd., and Mr. A.G. Freebairn, Government Quarry Superintendent, on the regulation of blasting; Mr. R.G.C. Stephenson of China Oxygen & Acetylene Co., Ltd., on compressed gases and Mr. N. Sykes of Imperial Chemical Industries, Ltd., on indus- trial chemicals generally. We tender our thanks to these gentlemen.

Sub-Committees

The full Committee has held eighteen meetings, but the bulk of the work was done in Sub-Committees of which five were appointed to deal with :-

(1) Shipping and Fort Control generally, but excluding

Tankers and Oil.

(ii) Oil.

(iii) Gunpowder and Fireworks.'

(iv) Explosives.

(v) All other Dangerous Goods.

These Sub-Committees met on numerous occasions and consultations were held by two or more members, in addition, when the need arose.

We have received and studied the following documents and

(1) The Dangerous Goods Crdinance, No. 1 of 1873, and Regulations

made thereunder.

(2) The Gunpowder and Fireworks Ordinance, No. 14 of 1901, and

Regulations made thereunder.

(3) The Celluloid and Cinematograph Film Ordinance, No. 23 of

1923, and Regulations made thereunder.

(4) The Merchant Shipping Ordinance, No. 10 of 1899, and

Regulations made thereunder.

(5) Instructions to Surveyors and Notice to Shipowners, Ship- masters and Shippers on the Conditions of Stowage of Explosives and of Dangerous and certain other Goods in Ships when Explosives are carried, issued by the Ministry of Transport, 1947, and subsequent amendments thereto.

(6) The Conditions and Regulations under which the Fort of

London Authority deal with Import Goods, with supplements to date; Byelaws made by the Fort of London Authority with respect to the loading, discharging, etc., of Petroleum Spirit in the Port of London; Port of London Dock Byelaws.
